City of Jennings Precinct
Captain Norman Mann began his career with the St. Louis County Police Department in 2001 and was assigned to the North County Precinct upon graduation from the police academy. He has served as a Background Investigator, where he recruited and conducted background investigations on potential hires to the Department. Captain Mann also worked in the Bureau of Professional Responsibility, where he investigated potential violations of departmental policies and procedures in an effort to maintain the professional standards of the St. Louis County Police Department. In August of 2006, he was promoted to the rank of Sergeant and assigned as a Patrol Watch Supervisor in the Central County Precinct, before serving as the Administrative Aide to the Chief of Police. In June of 2010, he was transferred to the Division of Criminal Investigations as the Supervisor of the Domestic Violence Unit in the Bureau of Crimes Against Persons. In October of 2010, Captain Mann was promoted to the rank of Lieutenant, and assigned as a Patrol Watch Commander in the Central County Precinct and the City of Dellwood Detail. Captain Mann was then transferred to the Intelligence Unit as the Commander of the St. Louis Fusion Center, until his promotion to the rank of Captain in 2014. Prior to his current assignment in the City of Jennings, he served as the Commander of the City of Fenton Precinct and the Bureau of Community Engagement. Captain Mann earned a Bachelor’s Degree in Criminology and Criminal Justice from the University of Missouri-St.Louis in 2001. In 2005, he completed his Master’s Degree in Legal Studies from Webster University, where he also obtained a graduate certificate in Paralegal Studies. He also holds graduate certificates in Law Enforcement Leadership and Organizational Change from St. Louis University and Criminal Justice Education from the University of Virginia. Captain Mann has completed the IACP Leadership in Police Organization (LPO) and the FBI Gateway Law Enforcement Executive Development (GLEEDS) training seminars. Captain Mann is a graduate of Session 74 of Police Executive Research Forum’s (PERF) Senior Management Institute for Police, as well as Session 277 of the FBI National Academy. Captain Mann has been an Assessor for the Commission for Law Enforcement Accreditation (CALEA) since 2016. |
